While India Debates Land Acquisition, China Put 2,000 Servers on the Seabed — and Called It Infrastructure

In June 2025, China lowered a 1,300-tonne steel capsule containing 2,000 servers to the floor of the East China Sea, 35 metres down, six miles offshore Shanghai. It cost $226 million. It cuts cooling energy by 90%. It is now fully operational.

India spent the same period debating data centre policy incentives in parliamentary committees.

This is not a story about China being ahead. It is a story about a structural arbitrage that is sitting unclaimed off the coasts of Tamil Nadu and Gujarat — and the window to price it before anyone else does.
